The Hall is open for public between 10 am - 8pm. You can go either left or right in the dining room. You may as well just walk pass either side of the dining rooms and go all the way to the pier to watch the Gulf of Thailand (much further up on the west side is Chaopaya River mouth) without dining at the restaurant.
